Colorado is a vast area with much great skiing.  It can get amazing dumps and it can also get weeks of cold high pressure without fresh snow that ruin the backcountry.  For the best chances of good snow conditions you should plan on going mid-late February through end of March to assure a deep base.  If you can follow conditions and leave last minute, there can be great skiing in early season before the cold and rot.  Steamboat gets reliable snow much of the season, Winter Park fares better than most Summit County areas, Copper has good terrain and is easier to get around than Breckenridge, avoid Keystone, Vail is really great mid-week when the snow is flying. Monarch is small and uncrowded and can have great snow, CB has fantastic terrain and typically good snow, The Aspen area is pricey but has nice long runs and Telluride aslo has great terrain and long runs.  I'd suggest a strategic road trip to find the best snow as you'll need a rental car unless you get a package at a resort.   I can't help with cheap lodging as in most resort towns its hard to find and I haven't been a local for 10 years.  Sometimes the best skiing is in late March to early April during periods of storm.  Lots of powder, excellent base, no crowds and there are usually deals to be found for lodging and ticket prices as the season winds down.  Good luck!

THe trip was epic

Day 1 at Breck and it snowed 26inches overnight and then got sunny

Day 2 at Breck more snow overnight and through the day 18 inch

Day 3 at Breck Sunny with again snow over night

I have to say Colorado is nutty for skiing.  Its like all of BC condensed and with faster lifts.
